Purpose of the meeting is to vote on two Bylaw Amendments:
AMENDMENT #1
[Article XXIV is a new section for the Bylaws. It defines the effective dates for Article XXII and XXIV and the new Bylaws, if approved. Article XXIV is needed to manage the timing of the implementation of the potential changes to the Bylaws so that the new documents, if passed, become active simultaneously. Without Article XXIV, our Bylaws and Constitution have the potential to be inconsistent. This also makes it possible to work within the constraints of date, time, and publication that are currently binding. ]
Proposed: ARTICLE XXIV. EFFECTIVE DATE
Bylaws Article XXII Constitutional Amendment Proposals and this Art. XXIV may be submitted separately from the whole 2022 Bylaws. If passed Art. XXII will take effect immediately.
The complete remaining sections of the 2022 edition of the TCA Bylaws, if approved, will have an effective date at the close of the National Championship, May 20, 2022 providing that the 2022 edition of the TCA Constitution has also been approved with the same effective date.
AMENDMENT #2
Article XXII currently states:
Article XXII – AMENDMENT PROPOSALS
- All proposed amendments must describe the anticipated benefit to the Class. They must reference the Constitution Section or Drawing number and specific measurement or language for which a change is being proposed.
- All proposed amendments must be submitted to the Amendments Committee Chairman by the February 1st prior to the Annual Meeting where they will be voted on.
- The Amendments Committee will endeavor to disseminate information about the proposed amendment and discussion in favor and/or against it on the TCA website. Fleets wishing to comment must submit comments to the Amendments Committee Chairman as soon as practical.
- The Amendments Committee will submit the proposed amendment to the Bagpipe Editor for publication in the June/July issue of the Bagpipe.
Proposed: Article XXII. CONSTITUTIONAL AMENDMENT PROPOSALS
- All proposed amendments must include a description of the anticipated benefit to the TCA. They must reference the Constitution Section or Drawing number and specific measurement or language for which a change is being proposed.
- All proposed amendments must be submitted to the Amendments Committee Chairman at least 90 days prior to the Annual Meeting where they will be voted on.
- The Amendments Committee will endeavor to disseminate information about the proposed amendment and discussion in favor and/or against it on the TCA website. Fleets wishing to comment must submit comments to the Amendments Committee Chairman as soon as practical.
- The Amendments Committee will submit the proposed amendment to the Bagpipe Editor for publication in the issue of the Bagpipe mailed and/or electronically posted at least 30 days before the Annual Meeting.
- For the purpose of informing the membership, required meeting publication deadlines, and considering space limitations in the printed Bagpipe, electronic publication of meeting notices and amendments may be used in lieu of print media.
Both amendments were discussed and both amendments were passed unanimously.
