Proposed by Fleet 21 Adding to Article X of the Bylaws A boat shall not add nor remove a reef after she starts the race. Reefing between races is allowed. The purpose for reefing must be for safety or ability to sail in difficult conditions. It should not be used to gain competitive advantage.
